In these cash-strapped times, it's no surprise to see funding disappearing from science and environment projects - even those that have huge potential to alleviate hazards felt by many millions of people around the world.

The latest likely casualty is one of the most enticing of all earth science collaborations - the Integrated Ocean Drilling Program (IODP).

Bringing together the best scientists available, with funding supplied principally by Japan, the US and Europe, its remit is to facilitate research that involves drilling into the ocean floor, with a range of aims.

Basic geology, past climate change, earthquake prediction, volcanoes, and life beneath the seabed are all in its portfolio.

A few years ago, I spent four days on board the newest and most high-tech ship available, the Chikyu, as engineers drilled into the Nankai Trough, a serially and lethally seismogenic zone off the Japanese coast.

The long-term aim of this NanTroSEIZE project is to place sensors in bore-holes right down in the zone where the massive quakes begin, a three-dimensional sensing array made four-dimensional by the fact that data would stream back in real time as the rocks churn in preparation for rupture.

If any project in the world is going to answer questions about earthquakes of the type that devastated northern Japan earlier this year, or Chile last year, or so many shorelines in 2004 - it is probably this one.

Other projects recently announced in the next 10-year IODP science plan, to run from 2013, include drilling into the giant Chixulub impact crater whose creation appears to have brought the end of the dinosaurs, clarification of ancient climate change signals in many locations that could help understand present-day warming more precisely, and a bid to take the first samples ever from the Earth's mantle.

However, a massive question mark now looms over how much of this is going to happen.

Cuts ahead

Last week the US National Science Foundation (NSF) announced it would no longer run its own research ship, the Joides Resolution, in the guise of a "joint lead agency" within IOPD, but as an independent venture.

"This new funding environment has necessitated a re-evaluation of program priorities and options for the future of scientific ocean drilling," its statement reads.

Although the statement is couched in the kind of obfuscatory language to which big organisations always seem to resort when cuts are on the cards, and although further discussions are happening, the potential import is clear:

"The new approach does not guarantee that NSF will continue to support scientific ocean drilling in the future..."

This kind of research is hugely expensive, with the Chikyu costing in the order of $200,000 per day to operate - and already, both ships are hired out to commercial operators for about half of each year in order to gain some revenue.

The money goes down two distinct pathways - core support for the ships, sailing crews and so on, and budgets to fund the various science cruises and specialists on board.

Peering through the fog of NSF's jargon, it appears to be hoping that by concentrating dwindling funds on the Joides Resolution itself, it can ensure the ship continues to operate.

As to money to do science: "NSF will independently solicit contributions from international partners for support of JR operations".

In the current financial climate, one might say: "good luck with that".

What it all means for the welter of science cruises planned for 2013-2023 is currently anyone's guess, although the timing - just months after the 10-year plan was announced - resembles a divorce shortly after leaving the altar.

Masa Kinoshita of the Institute for Frontier Research on Earth Evolution (IFREE), one of the leaders of the NanTroSEIZE project, suggested it could constrain the research.

"I am very much concerned, as well as many of my colleague researchers (not only in IFREE)," he told me from Tokyo.

"I am concerned about the pressure toward shortening NanTroSEIZE program, even if it does not reach the final target (7000m below sea floor)."

The fewer sensors are deployed in the project, the less data will be received - and the less likely NanTroSEIZE is to resolve the question of earthquake predictability.

There's also a fear, he said, of isolation - with Japanese researchers being forced to go it alone without the hugely valuable co-operation they have (in both directions) with peers from other countries.

Not all bad

Perhaps his own closest international collaborator is Harold Tobin from the University of Wisconsin-Madison.

He's more optimistic that something good can emerge from the NSF's review - perhaps a structure that can even lead to the ships spending more time on science than on commercial contracts. But he has concerns too.

"There's almost no question that our scientific imagination and goals are outstripping our funding realities - that's been chronic for a while," he told me.

"But I am somewhat concerned that in the current political and funding environment for science that we're going to compromise our ability to do the cutting edge marine science that the world needs - a very real concern that international marine science won't be able to step up and do everything we ought to be doing for the sake of the planet."

Added to which there must be a fear that further dollars will be lopped off the NSF budget if elements in the US Congress seeking to strip US funding from anything with the words "climate change" in it fully understand the climate dimension of Joides Resolution's work.

Perhaps the most exciting of all the IODP's projects, at least in the sense of pure knowledge pursuit, is the "mantle quest" - the bid to drill into the mantle rock that makes up most of the Earth's mass and volume, which has never yet been directly penetrated.

A vast Soviet project, the Kola Superdeep Borehole, tried to reach the join between the crust and mantle - the Mohorovicic Discontinuity, or Moho - but failed.

It should be easier at sea, because the crust is much thinner.

Because you'd have to drill a number of investigatory holes before embarking on the big one, both the Joides Resolution and Chikyu would be used, with perhaps a decade elapsing between initial entry and final attempt - making it a project from which the necessity of long-term, international collaboration leaps out.

Damon Teagle from the UK's Southampton University is one of the prominent scientists on the IODP mantle programme.

"We should take a deep breath and not panic," he told me.

"These decisions have to be taken when the global economy has been in recession for three years and oil prices are very high and research council budgets are flat - we're not talking about drilling the mantle hole for another decade and the situation might be completely different by then."

The key, he said, was to have the ships engaged on science rather than commercial ventures for more than half of each year. Less than that, he suggested, "effectively meant the end of scientific ocean drilling" as it would mean trying to engage key staff for just a fraction of each year when they would presumably want to be employed for much longer periods.

So you look around at the size of the budget deficits various nations are facing now - $13 trillion and counting, in the US case - and you think "ok, I get this decision".

But the cost of scuppering the IODP could be measured in the lives that won't be saved by understanding earthquakes and tsunamis well enough to predict them - or in the lack of insights we'll gain into how climate change can be amplified through feedback processes.

"I can confirm it," Carrion said.

The Sandinista government fought a 10-year war with U.S.-backed Contra rebels in Nicaragua. The Sandinistas were unseated in 1990 elections that ended the war, but then-president Daniel Ortega returned to the presidency in 2006.

Two Costa Ricans, four Nicaraguan rebels and U.S. journalist Linda Frazier were killed and more than 20 other people were wounded in the attack at the village of La Penca, near the Nicaraguan border.

Costa Rican authorities said at the time that they suspected the bomb was planted by a Danish journalist named Per Anker Hansen in a CIA plot to kill Pastora. The bomb went off in Hansen's camera case.

Pastora, then known as Commander Zero, defected from Sandinista ranks and started a Contra rebel group. But his group refused to cooperate with other Contra organizations.

The man identified as Hansen disappeared from a San Jose hospital where he was recovering from wounds.

He is now believed to have been Vital Gaguine, a leftist Argentine guerrilla who was hired by the Sandinistas to kill Pastora. Gaguine reportedly died Jan. 23, 1989, during a rebel attack on a military barracks in Buenos Aires, the Argentine capital.

ScienceDaily (Aug. 23, 2011) ? Women received nearly the same quality of care as men at hospitals using the American Heart Association's Get With The Guidelines?-Heart Failure program, according to a study reported in Circulation: Heart Failure, an American Heart Association journal.

The study also found that women were no more likely to die in the hospital than men.

"We've previously had little data on the quality of care women hospitalized with heart failure receive in the hospital and we had no idea if they were receiving the same quality of care as men," said Liviu Klein, M.D., M.S., lead author of the study and a cardiologist at Northwestern Memorial Hospital in Chicago. "We're happy to find that for the most part they are."

Nearly six million Americans suffer from heart failure, a condition in which the heart doesn't pump blood as well as it should. Women account for half of this patient population and for about half of the hospital admissions for heart failure.

Researchers looked at records of 99,841 patients treated for heart failure between January 2005 and June 2009 at 247 hospitals participating in Get With The Guidelines-Heart Failure program.

They calculated each hospital's use of measures that can improve a patient's quality of care and outcome and found that women were as likely as men to receive:

written discharge instructions, including activity level, diet, follow-up appointment, weight monitoring and what to do if symptoms worsen;
medication for left ventricular systolic dysfunction, specifically angiotensin-converting enzyme inhibitors, angiotensin receptor blockers or beta blockers; and
smoking cessation counseling.

Men and women also had the same chance -- about 3 percent -- of dying in the hospital. But women were less likely than men to receive:

blood-thinners for an irregular heartbeat, known as atrial fibrillation;
measurement of how well the heart pumps out blood, known as ejection fraction;
implantable cardioverter defibrillators (ICDs) to detect and correct an abnormal fast heartbeat.

Women admitted for heart failure were generally older than men, (average age 74 vs. 69), more likely to have hypertension (77 percent vs. 72 percent) and less likely to have coronary disease (44 percent vs. 53 percent) or renal insufficiency (18 percent vs. 23 percent).

Although less than a quarter of patients admitted with heart failure had procedures performed during their hospital stay, women were significantly less likely than men to undergo any procedure (18 percent vs. 25 percent).

Underuse of blood thinners for atrial fibrillation is a concern because women have a higher risk for stroke, a serious complication of atrial fibrillation, said Klein, who is also an assistant professor at Northwestern University Feinberg School of Medicine

"But there's nothing apparent from our study as to why women were less likely to receive any of these treatments," he said. "We also aren't sure why women had a 10 percent higher chance of being hospitalized for more than a week. The gender gap for this and other measures will require further study."

The overall findings highlight a bigger problem: Although the use of quality of care measures improved continuously for men and women over the study's five years, even men didn't always receive the recommended blood thinners for atrial fibrillation or ICDs. About two-thirds of men received blood thinners and fewer than half received ICDs.

"Our ongoing analyses of the more than 3.5 million patient records in the Get With The Guidelines database offers proof that quality improvement programs lead to better care and patient outcomes," said Lee H. Schwamm, M.D., chair of the Get With The Guidelines National Steering Committee and director of the TeleStroke and Acute Stroke Services at Massachusetts General Hospital in Boston, Mass. "Healthcare providers can easily see how programs like Get With The Guidelines can improve overall care, identify any gender or ethnic disparities in care delivery in their own practices, and help them find solutions to eliminate them."

I was driving, listening to the radio, stuck in Chicago traffic (which is as redundant as Justin Bieber and badness, I know) when the on-air hosts said "another big college scandal, this time at Miami."

I actually hit my preset button for a different station.

I thought about when I was a freshman at the University of Missouri in the late '80s. There was a certain star player -- a future NBA player -- who liked to drive around campus in a certain brand new, dark blue Chevy Blazer. My friends and I would joke about it -- haha, he must be on the payroll -- but we never missed a game.

I thought about when I transferred to Michigan State and was at a party. A certain Spartan football player -- a future first round draft choice -- called my dare one night. We were having a perfectly reasoned conversation about sports and other stuff guys talk about at college parties. Then my wise-ass nature got the best of me. I half-joked (I sort of knew the truth) that MSU was paying its players. He proceeded to reach in his pocket, pulled out a wad of bills the size of a small pillow case and slapped them on the counter. He then shouted "you think we get paid? Here's your answer!"

I remember being more shocked at how brazen the guy was about what was going on then about the act itself. It's one thing to shoplift in a deserted department store. It's another to walk out of Nordstrom's with a shopping bag of clothes.

But the experience didn't stop me from going to every game that fall.

Fast forward to recent events. We've had another case of a big name program brought down by an out-of-control booster. We had a big name coach who let his own hubris get in the way of making sound, reasoned decisions. We have a lot of smoke around college football's most recent national champion and Heisman Trophy winner. And in a little over two weeks, we have another college football season about to kick off.

So how should we feel about this? Should these shameful acts impact our excitement about the next four months? Let's point to history as a guide.

In 2004, Ken Caminiti spilled the beans about his steroid use to Sports Illustrated. At the time, he was the first player to go public. I remember being shocked by it, as did most of my friends. Then 2005, Congress held hearings on the subject. This is where my feelings switched to that of disgust. The Mount Rushmore of juicers were all invited: Jose Canseco -- whose book, Juiced, let the genie out of the bottle -- showing up in his grease ball haircut and sleazy suit; Sammy Sosa, using his lawyer to translate because he claimed he didn't understand English; Mark McGuire with his infamous "I'm not here to talk about the past" performance; and the pompous finger-wagging of Rafael Palmeiro, who shouted down lawmakers, saying he had never taken steroids. A few months later he tested positive.

However disgusted I was by those hearings, my energy for the subject quickly subsided. Soon I just became disinterested. I had to rationalize my beliefs: If I wanted to continue to be a fan, continue to enjoy baseball, I would have to compartmentalize. My utter disdain for these athletes had to be put in a box along with all the other people I had been disappointed by in life. I couldn't let that bleed into my joy for the game. So, I kept going to games. I still do. Every time there is a new revelation, most recently the Roger Clemens trial, I shrug my shoulders and say, that's baseball.

So I guess I don't care? Is this OK?

I wonder if that's where we are headed with college football. Are we desensitized to the scandals? Are the salacious storylines as much a part of our consumption of the sport as when we ask how our team will replace seven starters on defense? Should I be more outraged?

What I do know is I have four trips planned this fall -- all around college football games.

I guess that's my answer.
